OpenSSL - Static Library

I would like to compile the openssl as a static library in UaStack.dll. Is it possible?
If possible, please let me know.
Similarly, I can see the openssl as libcrypto.dll. If I want to use this as a dynamic linking, then i would like to rename to libcrypto-1_1-x64.dll.
Please let me know whether it is possible or not.
